How does the section letter shift work in Germany?

The section letter shift works in WZ 2025 as it works in NACE Rev. 2.1: the old Section J was split into Section J and Section K, and the sections that followed moved one letter forward. Destatis states that WZ matches NACE completely up to class level, so the German section letters follow the European shift. Section J in the new structure covers publishing, broadcasting and content production and distribution activities. Section K covers telecommunication, computer programming and consulting, computing infrastructure, and other information service activities.

A German heading that sat after the old Section J therefore carries a new letter under WZ 2025, even where its activities and lower level numbers are unchanged. The letter changed. The content, for a pure renumbering, did not.

How does the shift show in WZ counts?

The shift shows in the section count. Destatis publishes 21 sections for WZ 2008, from A to U, and 22 sections for WZ 2025, from A to V. The increase of one section is the direct result of the split. The division count falls by one at the same time, from 88 to 87, because Division 45 was removed. The two movements are distinct: the section count rises because a section was split, and the division count falls because a division was removed. A reader who reads only the counts will miss both mechanisms. The counts show scale. The correspondence tables and the notes show mechanism, heading by heading. The CSO in Ireland calls the Section J split the most obvious structural change in NACE Rev. 2.1, and the same description fits WZ 2025, because the German structure follows the European structure at the levels concerned.

The table above follows the Destatis count comparison and the EUR-Lex section list. It does not list German section titles beyond the two new sections, because German titles must be read in the WZ structure on the classification server.

How is a shifted heading checked?

A shifted heading is checked by the correspondence row and the note together. In a pure shift, the correspondence row is one to one, division, group and class numbers stay unchanged, and the new heading note matches the old heading note. Where a restructure coincides with the shift, the row shows movement, the note shows added or removed content, or both do. The letter alone cannot make the distinction, because the letter changes in both cases. A reader must therefore check the row and the note for the heading concerned, in the WZ structure and the Eurostat correspondence tables, before concluding that a new letter means only a new address. The check is heading by heading. A general statement about the shift does not prove the position for any particular heading.

What errors does the shift cause in German datasets?

The shift causes two errors in German datasets. The first is misplacement: a figure filed under the old letter for a later section is read as if it belonged to the section that now carries that letter, which is the section before it in the old structure. False continuity is the second error: a figure under the new letter is joined to an old figure under the same letter, although the two figures describe different sections. Both errors arise from storing the letter without the version. Store the version beside every code, state the version in every publication note, and join series through the correspondence tables and any backcast series, rather than by letter: that is the remedy. The subclass level does not remove the risk, because the subclass sits inside its class, and the class sits inside a section whose letter shifted. The full code, with its version, is the unit of citation.

What does the shift not decide?

The code for any reader is not decided by the shift, and tax, licensing, funding and collective agreement questions are not decided by it either. It is a change in addressing within the classification. A specific unit entry is confirmed with the register holding it, while a heading meaning is confirmed in the Destatis WZ structure. This site holds no register and decides no entry. A new letter creates no new obligation, and an unchanged number preserves no old one. Those questions are for the authorities applying their own rules.

Sections after the old Section J moved one letter forward in WZ 2025, a new letter proves only a new address, and the row and the note for each heading show whether its content moved as well. ”
