What does a WZ code not decide?
Published Updated
Statistical classification only
Statistical classification only. This guide does not determine any reader's code. Confirm a code with the Federal Statistical Office (Destatis) or the register that holds the record. This is general information, not advice on any reader's registration.
A WZ code does not decide any question about a specific business beyond its statistical description. How a business is taxed, which social security rules apply, whether a licence is granted, whether funding is available, and which collective agreement applies are none of them decided by the code. The code describes the economic activity of a statistical unit, grouped so that official statistics can be produced and compared. Destatis states that classifications are a prerequisite for the production of official statistics, and that their purpose is to ensure that economic activities are captured in a consistent manner.
The EUR-Lex summary gives the same limit for the European legislation: statistical purposes only, with no obligation on member states to collect, publish or supply data. A question decided by another body under its own rules cannot be settled by a statistical description on its own.
What makes readers treat the code as decisive?
The code looks decisive to readers because other bodies use it. Registers, forms, datasets and commercial systems copy the WZ code into records where decisions are made, and the code’s presence in those records makes it look like part of the decision. In fact, the decision is made by the body that holds the record, under its own rules, using the code as one piece of information among others. The code indicates the activity. The body decides the matter. Where the code and the activity actually carried out do not match, the mismatch is a reason to check the classification and the register entry, not a reason to treat the code as the decision. This guide does not state a German register correction procedure, because no such procedure was stated on the Destatis pages fetched for this work. A reader who needs an entry corrected should ask the register that holds it, through the channels that register states.
| Question | Who decides it | Role of the WZ code |
|---|---|---|
| Tax treatment | Tax rules applied by the tax authority | Indicator only, never the decision |
| Social security treatment | Social security bodies applying their own rules | Indicator only, never the decision |
| Licensing | The licensing authority applying its own rules | Indicator only, never the decision |
| Funding eligibility | The funding body applying its own rules | Indicator only, never the decision |
| Collective agreement | The agreement and the activity actually exercised, under labour rules | Indicator only, never the decision |
The table above states the division of responsibility in general terms. Rules, rates and agreements are not named here, since they belong to the bodies concerned, outside the scope of a statistical classification guide.
Where the code and the activity differ, what happens?
Where the code and the activity differ, the statistical record is wrong, and the error can propagate into datasets that copy the code. The remedy is to check the heading in the WZ structure on the classification server, to check the correspondence row where an old code is involved, and to raise the matter with the register that holds the entry. The classification check concerns the statistical description. A decision made by another body is unchanged by the code on its own, and a reader who needs a decision changed should go directly to that body, under its own procedure. This guide advises on no specific decision and determines no reader code. Plainly stated, the limit is part of what makes the code useful: a reader who knows what the code does not decide will not rely on it for a question it cannot answer.
Describing the code to others: how should it be done?
The code should be described as a statistical description of the economic activity, published by Destatis in WZ 2025, with the version stated beside it. A description calling the code a licence, tax status, or proof of eligibility goes beyond what the code is. A description calling it meaningless goes too far the other way. The code is meaningful for statistics, for comparison, and for grouping. It is not meaningful as a decision. The guardrail on every guide in this cluster states the same limit: statistical classification only, confirmation with Destatis or the register that holds the record, and general information rather than advice on any reader’s registration. As the voice rules require, this guide body repeats the limit in wording of its own.
Where are specific questions answered?
A specific question is answered by the body deciding it. A question about the classification is answered by Destatis, through the classification server and the published structure. A question about an entry is answered by the register that holds it. Tax, social security, licensing, funding and collective agreement questions are answered by the body applying those rules. This site points to Destatis and to the register, and holds no register, decides no entry, and gives no advice on any reader’s registration.
A WZ code describes the activity for statistics, other bodies decide the questions readers attach to it, and Destatis with the register that holds the record is where the code and the entry are checked. ”
