How is a proposed ATECO code confirmed?

Published Updated

Statistical classification only

Statistical classification only. This guide does not determine any reader's code. Confirm a code with Istat or the business register that holds the record. This is general information, not advice on any reader's registration.

A proposed ATECO 2025 code is confirmed in the Istat statistical portal for enterprises, by a user who holds credentials because the user’s enterprise is involved in an Istat statistical survey. Istat states that the portal was adapted to receive the new classification, and that users already holding credentials can verify the economic activity classified under ATECO 2025 through an office reclassification process, based on the theoretical correspondence table, the operational reclassification table, and statistical methods.

After authentication, users view the prevailing ATECO 2025 code initially assigned, with its title, and can confirm the proposal or not confirm it where they consider it inadequate. Where a user does not confirm, the user is directed to view the prevailing activity in the new classification, as code and text, and can request a change through the reporting channel already present in the portal. The process is a confirmation process, not a self assignment process: the proposal comes from Istat, and the user confirms or challenges it.

Who does the process cover?

The process covers users who already hold credentials because they are involved in at least one Istat statistical survey. Istat states that the introduction of new functions allows users already in possession of credentials, since they are involved in at least one Istat survey, to verify the activity classified under the new ATECO 2025. Istat also states that no action is required of users who do not hold credentials, and that credentials are provided only on the first occasion of involvement in an Istat survey. A reader who does not hold credentials therefore has no portal action to take under this process, and should not treat the absence of a portal action as evidence that an entry is correct or incorrect. The entry for a unit is held by the register concerned, and the route for checking it depends on which register holds it and whether the reader holds credentials for that register’s system.

The table above follows the Istat description of the portal process. It states no timescale for assessment, because none was stated on the Istat page fetched for this guide.

What does confirmation mean?

Confirmation means that the user accepts the proposed code as the description of the prevailing economic activity, as initially assigned. It does not mean that the user has classified the activity from scratch, and it does not mean that the code is correct for every purpose. It means that the proposal matches the activity as the user understands it, in the terms of the classification. Non confirmation means that the user considers the proposal inadequate, and wishes to request a change. The request is made through the reporting channel in the portal, where the user can view the prevailing activity as code and text and can ask for a modification. Istat assesses the request. This guide does not state an outcome for any request, because outcomes depend on the activity and the information provided, and no outcome is stated on the Istat page fetched for this guide.

What happens to statistical reporting?

Statistical reporting uses the confirmed or proposed code as the classification for the unit in the survey concerned. Istat states that the statistical obligation concerns all enterprises, including professionals, involved in Istat statistical surveys from 1 April 2025 (FIXED), including short term surveys started in January 2025 (FIXED). The portal process therefore sits inside the survey system: the code is checked as part of the survey relationship, and the survey uses the code to group the unit’s data. A reader who is not involved in a survey will not meet this process, and should not confuse it with the register process for the business register, which is run by the chamber system and described in the mass reclassification guide in this cluster. The two processes use the same classification. They are run by different bodies, for different registers, and a confirmation in one does not automatically confirm the other.

What does confirmation not decide?

Confirmation does not decide tax, licensing, funding or collective agreement questions, and it does not determine a code in the sense of a legal finding. It confirms a statistical description in a survey system. The classification remains statistical in character, as the EUR-Lex summary states. For a specific business, Istat or the business register that holds the record is where the entry is confirmed. This site holds no register and decides no entry. A reader who confirms a proposal should still check the entry in any other register that holds it, because registers are separate, and a code confirmed in one system does not automatically update another.

Credential holders in the Istat portal can confirm or challenge the proposed ATECO 2025 code, users without credentials have no portal action to take, and each register that holds an entry must be checked on its own route. ”
