Slovenia: what does SURS publish for SKD 2025?

The Statistical Office of the Republic of Slovenia, SURS, publishes SKD 2025, the Standard Classification of Activities, as the national version of NACE Rev. 2.1. SURS states that on 1 January 2025 (FIXED) a new version, SKD 2025, came into force in Slovenia, replacing SKD 2008, and that the new classification was adopted by the Regulation on the Standard Classification of Activities and previously approved by Eurostat for consistency with NACE Rev. 2.1.

SURS states that SKD 2025 is the mandatory national standard for determining activities and classifying business entities and their units, for use in official and other administrative data collections and for statistical and analytical purposes at national and international level. The classification is therefore used beyond statistics in Slovenia, as a mandatory standard for determining activities, while remaining a classification: it does not, on its own, decide whether an activity is regulated, craft based, or subject to registration conditions, as SURS itself states in its material on defining activities.

What are the main differences from SKD 2008?

SURS states the main differences plainly. The sections of trade and information and communication changed most. Wholesale and retail trade and repair of motor vehicles and motorcycles, the former Division 45, was divided into wholesale trade in Division 46, retail trade in Division 47, and repair and maintenance in Division 95. In trade, it no longer matters how goods are distributed, in store, online, at stalls or markets, or by vending machine. The revised version reclassifies all sections from K onwards by one letter, because the current Section J was divided into two sections. Intermediary services received a new definition at group and class level in most sections. At the lowest level, the new classification has 678 subclasses, of which 46 are national subclasses, 10 fewer than the current number at the time. New subclasses introduced include bailiffs, arbiters and court experts, detective activities, private security, literary creation, musical composition, and tattooing and piercing, as listed by SURS. Those subclass titles are stated by SURS in its news material, and they are reproduced here as the institute’s own examples of new national detail, not as a complete list.

The table above follows SURS news material. The subclass count and the national subclass count are stated by SURS for the Slovenian lowest level. They must never be presented as European counts.

How does the transition proceed?

The transition proceeds gradually in statistical surveys, while the Business Register moved at once. SURS states that the conversion of activities from SKD 2008 to SKD 2025 in the Slovenian Business Register, PRS, was done automatically in cooperation with business entities, and that business entities should review their activities in the PRS and in their acts of establishment and comply with the revised classification in a timely manner. For statistical surveys, SURS states that data will still be collected, processed and published according to SKD 2008 during the transition, that transition periods for individual surveys will vary, and that full transition is expected to be completed by 2032 (EXPECTED). SURS also states that double recording of activities for statistical purposes was implemented in the Statistical Business Register, and will be ensured until 2029 (EXPECTED), when the transition to SKD 2025 in statistical surveys is planned to be completed in the passage that states that date. The two completion statements, 2029 (EXPECTED) and 2032 (EXPECTED), come from different SURS passages, and this guide reports both with their labels, rather than choosing one as settled. A reader should check the current SURS transition plan for the survey concerned, because transition periods vary by survey.

How are explanatory notes and correspondence handled?

SURS states that the final version of the explanatory notes to SKD 2025 is available, based on the fifth version of the explanatory notes to NACE Rev. 2.1, and that more detailed notes will be updated further. SURS also states that updated correspondence tables between SKD 2008 and SKD 2025 are available, prepared on the basis of the sixth version of Eurostat’s correspondence tables between NACE Rev. 2 and NACE Rev. 2.1, and that conversion matrices, incorporating shares, show how activities translate in practice. Correspondence tables identify theoretically matching categories. Conversion matrices show the practical translation, with shares. The distinction matters: a table shows the link, and a matrix shows the proportions. A reader who needs proportions should use the conversion matrix, not infer shares from the table. A reader who needs the link should use the correspondence table. Both are published through SURS and the Klasje collection, in Slovenian, as SURS states.

What does SKD not decide?

SKD does not decide whether an activity is regulated or craft based, and it does not prejudge the conditions for registration or any other legal implications of selecting or performing an activity, as SURS states in its material on defining activities. SKD enables activities to be classified exclusively according to their content, and it does not include legal, regulatory or other requirements defined by national legislation. The classification therefore describes the activity. Other rules decide whether it may be carried out, and under what conditions. The entry for a specific entity is confirmed in the PRS, with the Statistical Office or the Agency for Public Legal Records, AJPES, as the bodies SURS names for register information. This site holds no register and decides no entry.

SKD 2025 came into force on 1 January 2025 (FIXED), its Business Register conversion was automatic in cooperation with entities, its statistical transition is gradual with double recording, and its notes, tables and matrices together show meaning, link and proportions.
