The split of the old Section J added one section, so every section after the split shifted one letter forward. The old Section K became Section L, the old Section L became Section M, and so on to the old Section U, which became Section V. The shift is recorded in Table 4 of the manual and in paragraphs 174 to 202. A section letter without a version stated is ambiguous.
Which sections shifted, and which did not?
Sections A to I did not change letter. They cover agriculture, forestry and fishing; mining and quarrying; manufacturing; electricity, gas, steam and air conditioning supply; water supply, sewerage, waste management and remediation; construction; wholesale and retail trade; transportation and storage; and accommodation and food service activities, in the order the EUR-Lex summary lists them. The split sits after Section I, so the sections before it keep their letters. The sections from the old K onwards shift, because a new section has been inserted before them.
Paragraph 132 states the mechanism. Table 4 presents a broad comparison between the sections of NACE Rev. 2 and NACE Rev. 2.1, and as can be seen, NACE Rev. 2 Section J has been split into two NACE Rev. 2.1 sections, J and K, and subsequent sections have been recoded, for example Section K in NACE Rev. 2 has become Section L in NACE Rev. 2.1. The example is the first shift in the chain. Every later section follows the same rule, one letter forward, with its title carried over or renamed as the relevant paragraph states.
What is the full chain of shifts?
Paragraphs 174 to 202 state each rename in turn. The old Section K, financial and insurance activities, was renamed to Section L. The old Section L, real estate activities, was renamed to Section M. The old Section M, professional, scientific and technical activities, was renamed to Section N. The old Section N, administrative and support service activities, was renamed to Section O. The old Section O, public administration and defence and compulsory social security, was renamed to Section P. The old Section P, education, was renamed to Section Q. The old Section Q, human health and social work activities, was renamed to Section R. The old Section R, arts, sports and recreation, was renamed to Section S, with the title arts, sport and recreation. The old Section S, other service activities, was renamed to Section T. The old Section T, activities of households as employers, was renamed to Section U. The old Section U, activities of extraterritorial organisations and bodies, was renamed to Section V.
The chain is complete and mechanical, but it is easy to misread in one place. The new Section S title uses the singular sport, where the old title used sports, as paragraph 194 states. The difference is a title change recorded in the manual, not a change in the scope of the section stated in that paragraph. A reader who searches a dataset for the old title spelling will miss the new title, and a reader who searches for the new spelling in an old dataset will miss the old entries. Both spellings must be allowed for, with the version stated, when datasets from both versions are used together.
How is the shift shown?
| NACE Rev. 2 letter | NACE Rev. 2.1 letter | Section title in NACE Rev. 2.1 |
|---|---|---|
| K | L | Financial and insurance activities |
| L | M | Real estate activities |
| M | N | Professional, scientific and technical activities |
| N | O | Administrative and support service activities |
| O | P | Public administration and defence, and compulsory social security |
| P | Q | Education |
| Q | R | Human health and social work activities |
| R | S | Arts, sport and recreation |
| S | T | Other service activities |
| T | U | Activities of households as employers and undifferentiated goods and service producing activities of households for own use |
| U | V | Activities of extraterritorial organisations and bodies |
The table follows paragraphs 174 to 202. It lists only the shifted sections, because Sections A to I keep their letters and the new Sections J and K are covered in separate guides. The titles are the Rev. 2.1 titles as the EUR-Lex summary and the manual state them. A code whose first character is one of the letters in the left column belongs to the Rev. 2 section, and a code whose first character is the matching letter in the middle column belongs to the Rev. 2.1 section, but only where the dataset states the version. The table does not, by itself, convert a code for a specific unit.
What does the split not decide?
Every statement in this cluster about a move between versions is a statement about the published structure, not a statement about a specific unit. The manual records the moves at section, division, group and class level, and the correspondence tables record the moves class by class. Where a move is one to many or many to many, the table does not pick a new class for a specific unit. Reading the explanatory note for each new class and confirming the entry with the national statistical institute or business register holding the record are both required.
Where is a moved code confirmed?
To confirm a move caused by the split, read the explanatory note for the Rev. 2.1 category, read the correspondence table entry for the Rev. 2 code, and confirm the entry held for the unit concerned with the national statistical institute or the business register that holds the record.
Read every post split letter with its version stated, follow the one letter shift through Table 4, and confirm the entry with the institute or register that holds it.
