How did class 22.23 split?

Class 22.23, in its Rev. 2 form, split into three new classes in NACE Rev. 2.1: class 22.23, manufacture of doors and windows of plastic; class 22.24, manufacture of builders ware of plastic; and class 22.25, processing and finishing of plastic products. Paragraph 144 of the manual states the split. The old class number is reused for the doors and windows class. The split does not determine a code for a specific reader.

What does each new class cover, according to its note?

The note for class 22.23 includes manufacture of doors, windows and their frames of plastic; manufacture of multi material doors and windows with the frame made of plastic; manufacture of shutters, blinds, including venetian blinds, and similar articles, and parts thereof, made of plastic; and manufacture of multi material shutters for doors and windows with the frame made of plastic. The inclusion is material based and product based together: the frame must be made of plastic, and the product must be a door, window, shutter or blind. A door or window with a wooden frame sits in class 16.25, and a door or window with a metal frame sits in the corresponding metal class, as the notes for those classes state. The frame material is the boundary, and the note for class 22.23 states the plastic side of it.

The note for class 22.24 includes manufacture of builders ware of plastic, including skirting boards, tanks and reservoirs, plastic floor, wall or ceiling coverings in rolls or in the form of tiles, and plastic sanitaryware such as baths, shower baths, washbasins, lavatory pans and flushing cisterns. It also includes manufacture of resilient floor coverings, such as vinyl and linoleum, and manufacture of sanitaryware made from a mixture of plastics and minerals, with the minerals serving as a filler. The note excludes manufacture of rubber floors to class 22.12, and manufacture of doors and windows of plastic to class 22.23. The exclusion of doors and windows is the boundary between the two new classes, stated in the note itself.

What does class 22.25 add?

Class 22.25, processing and finishing of plastic products, is the third result of the split, and its title describes a process rather than a product. Paragraph 144 gives the title and the place of the class, and section 4 does not reproduce its explanatory note. This guide therefore does not state an inclusion list for class 22.25 that it has not verified from the note. The title, in the manual’s usual pattern, signals work that processes or finishes plastic products made elsewhere in the group, as distinct from making a finished plastic product in class 22.23 or 22.24. The note for the class states the process content, the inclusions and the exclusions, and it must be read before the class is quoted for any purpose.

The process character of class 22.25 has a parallel in the wood split, where class 16.27 covers finishing of wooden products as a separate class from product manufacture. The parallel is structural, not a statement that the two notes use the same words. Each note must be read on its own terms, because the materials, processes and exclusions differ. The parallel is useful only as a reminder to look for the process class when a product class does not fit the work in question, in general terms, and to check the note before placing the work in either class.

How is the split shown?

| NACE Rev. 2.1 class | Title in the manual | Character |

|---|---|---|

| 22.23 | Manufacture of doors and windows of plastic | Specific product class, number reused |

| 22.24 | Manufacture of builders ware of plastic | Specific product class, new number |

| 22.25 | Processing and finishing of plastic products | Process class, new number |

The table follows paragraph 144. The first two rows are product classes, and the third row is a process class. The distinction between product and process classes is a feature of the classification throughout manufacturing, and the split of class 22.23 reproduces it inside one group. The table does not state the correspondence type, which must be read from the correspondence table, and it does not reproduce the note for class 22.25, which must be read in the manual.

What does a split not decide?

The titles quoted in this cluster are the titles in the Eurostat manual, in section 4 and in the detailed structure. A title states the heading of a category. The category full content is not given, and no statement is made that an activity whose name resembles the title belongs in the category. The explanatory note governs the content, including the inclusions, exclusions and borderline cases the manual prints for the class. Working from a title alone means working from a heading, not from the category, and the note should be read before the code is quoted for any purpose.

Where is a split class confirmed?

Confirmation is reading the note, reading the table, and asking the holder of the record. The note states what the new class contains. The table states how the old class relates to the new classes. For a specific unit, the institute or register states the entry held. No step replaces another.

Separate plastic doors and windows from plastic builders ware, check the process note for class 22.25, and confirm the entry with the institute or register that holds it.
